GBA Technical visit to the Guangdong Province Dongguan Quality Supervision and Testing Center (DQSTC)

On 2nd December 2025, the Board Representatives of the Professional Project Management Association (PPMA) conducted a technical visit to the Guangdong Province Dongguan Quality Supervision and Testing Center (DQSTC) to explore the establishment of a cooperative relationship. The delegation consisted of four Board & Executive Committee members: Ir Dr. Jason Kong, Dr. Chan Siu Lung, Ms. Ping Choy, and Mr. Chan Ching Yu. The visit comprised of two key agendas: a facilities tour and a strategic meeting with the Center's key stakeholders, namely Mr. Gu Liwen, Director, Mr. Yao Zhi Hui, Deputy Director, Mr. Huang Zhi Hua, Branch Head, and Dr. Zhong Hai Bin.

(1) The facility tour included visits to several national-level inspection and testing centers, including: National Semiconductor Lighting Product Quality Supervision and Inspection Center (Guangdong), National Information Technology Equipment Quality Supervision and Inspection Center (NITEQSIC), National Paper Quality Inspection and Testing Center (NPQITC), and National Intelligent Processing Equipment Quality Inspection and Testing Center (NIPEQITC).
Collectively, these centers serve as key regional technical institutions that support quality regulation, industrial development, and international trade. Their core functions encompass providing technical support for government-led quality supervision and risk monitoring; delivering integrated testing, certification, and standards compliance services across industry supply chains; and enabling enterprises to navigate international technical barriers through globally recognized accreditations.
In addition, the centers foster innovation through technical cooperation, support small and medium-sized enterprises via shared laboratory resources, and organize training programs and industry exchange initiatives. As vital links between regulatory oversight, industrial advancement, and global market integration, they play a pivotal role in promoting product quality and safety, facilitating technological upgrading, and supporting sustainable economic growth in Dongguan, Greater Bay Area, and the wider region.
(2) During the strategic meeting, Ir Dr. Kong, President introduced the Professional Project Management Association (PPMA), outlining its organizational structure, vision, and mission. Ir Dr. Kong emphasized the skills and professional development initiative for PPMA in both Mainland China and Hong Kong. He also expressed PPMA's interest in collaborating with DQSTC to jointly establish a comprehensive system standard for talent development. Mr. Gau, Director, endorsed PPMA's development approach and acknowledged mutual interest in advancing future cooperation. The One-stop Administrative Service Center could serve as a potential starting point to facilitate collaboration between the two organizations.
